Cable X-overs in and of themselves not that great.  However, as a pre-exhaust exercise, they work fantastic.  Dumbell work, by the way is one of the best ways to effectively stimulate the chest.  Biomechanically speaking, they are much better than any barbell exercise.  Anyone, despite their anatomy, can effectively perform dumbbell presses or flys.  

Just remember, like any body part the two biggest factors are intensity and recovery.</description>

Unless you have a large mass chest, cable crosses wont build jack. Arnold didnt do them until he competed foe a Mr. World I believe.
Mass and cuts are not done at the same time.
Build a chest. Diet down, look cut.
Also as mentioned in Squats, the bench press may not do much for you. Incline db work well for me, Incline barbell okay. DB bench nothing.
Experiment and stick with it.</description>
